“Cockpit Voice Recorder Recovered From Indonesia’s Lion Air Crash,” The Wall Street Journal, January 15, 2019.  Recorder found following the October crash.

Technology is used to preserve information about what happened, when.  Is this records management or information governance (or is records management an essential element of information governance)?  Why are these recorders required, and by whom?  Wouldn’t the airlines want them, either for risk management or crisis management, even if the government didn’t require them?
