Third time’s the charm

“SEC Asks Manhattan Federal Court to Hold Elon Musk in Contempt,” The Wall Street Journal, February 26, 2019.  SEC seeks contempt of court against Elon Musk for Tweet.

He tweeted about financing for an IPO, and then about one of the rescuers of kids trapped in a cave in Thailand.  Most recent tweet is about production figures.

What does it say about Governance (and Compliance, for that matter) when some continues to violate the rules after being disciplined?  Are there character flaws that disqualify you from certain roles?
