Failure to disclose

“Federal Prosecutors Broke the Law in Jeffrey Epstein Case, Judge Rules,” The Wall Street Journal, February 22, 2019.  Allegedly kept a plea deal secret from victims in 2007 sex case.

What does it say when federal prosecutors break the rules?  I recall an old case (Bivens) that talked about the individual liability of a federal officer for damages for breaking the rules.

Is that a good control over the requirement to disclose certain information?

Here we have Information, Governance, and Compliance.  A different twist, in that the action is for failure to disclose information they should have disclosed.
