“Cohen Hired IT Firm to Rig Early CNBC, Drudge Polls to Favor Trump,” The Wall Street Journal, January 18, 2019.  Can polls be rigged?

Fiddling with information seems to be a blood sport in Washington.  Is the information in polls credible?  How do we know?  Could an IT firm influence the outcome?

Are there rules that govern how polls are conducted and the results verified?  Who sets the rules?  Or is it just how the payments for those services are handled under the federal election laws?
