How do you solve a problem like Maria?

“How the U.S. Can Protect Corporate America’s Tech Secrets From China,” The Wall Street Journal, January 11, 2019.  Trade negotiators try to implement controls.

How do you prevent people from copying your product or service?  That’s different than how do you prevent people from stealing your technology or other information.

Who governs this?  How do you enforce the rules, if one of the parties doesn’t share the same concerns?  Again, a trifecta of Governance (must there be a single point of accountability?), Information (who “owns” information?), and Compliance (what good are rules without enforcement?).
