Who’s responsible for defense?

“States Take Up Investor Defense,” The Wall Street Journal, September 13, 2017 B1.  If the current Administration weakens the “fiduciary rule” the Labor Department issued for brokers last year, will the states pick it up?

Leaving aside whether this turns the Tenth Amendment on its head, this does raise the question of who is responsible for governance?  Who writes the rules to right the wrongs?  Who enforces infractions?  Would anyone in their right mind give this authority to the Labor Department?
