The “minions did it” defense

“No Wrongdoing Found in Top Ranks,” The Wall Street Journal, May 12, 2016 B6.  VW asks its shareholders to back the Board at the shareholders meeting next month, sayings that, even though Jones Day hasn’t finished its investigation into the emissions scandal, there were “no serious or manifest breaches of duty of any serving or former members of the Board.”

That must be comforting.  But what does it say about the culture?  Can you make this stuff up?
