Rule Breakers

What methods do you use to find drug use or suspected rapists? Is it okay to use undercover agents? What if they are forbidden to lie? After they help you catch wrongdoers, can you disavow them?

At the Air Force Academy, investigators used students as informers. And directed them to break Academy rules. When something went wrong, the informer got kicked out of the Academy a month before graduation.

Does how you enforce your program matter? What culture are you creating? Honor Code?
