Managing your secret question

To protect people’s private information, websites often require that you provide an answer to a few security questions, unique to you.  Can’t use your mother’s maiden name any more.

But people have difficulty picking questions from a limited list.

Is the outcome “no access” or access without a lot of security for that person?
