Can we make workers fungible?

I was struck by a blurb in the WSJ on new rules in Singapore requiring employers to consider Singaporeans for skilled labor jobs before the employers can employ people from outside the country (well, city-state). Wall Street Journal, September 24, 2013 A15 http://on.wsj.com/18RorQX

The provisions are not unique to Singapore, by any means.  Especially in developing countries who want foreign investors to transfer technology and upgrade the workforce as a condition of permitting the investment. And developed countries have their versions (e.g., visa limits).

How  to handle the transfer of the skills to the local workforce?  Is it just training new people?  Or is this expertise transfer within the knowledge management discipline, especially where there are language and cultural differences?  Do some skills require years of experience to truly master?  Does this enable the creation of competition that would not otherwise exist?
