Twitter as an instrumentality

It’s despicable that terrorists would use Twitter to promote their attack in Nairobi.  The accounts were shut down.

But it was the last sentence of the article that really got me thinking.  “Kenyan government and police officials also have used Twitter to broadcast official messages.”

Twitter is merely the instrumentality by which information is delivered.  But isn’t the medium a part of the message? Who speaks for the government? And in the US, what about keeping the official records of the operations of government? Do we want “official government messages” coming by way of Twitter?
