“Oil in Quebec Rail Wreck Was Mislabeled,”

Oil allegedly mislabeled as to flash point and hazard level.  Explosion kills 47 on July 6.  More than 34 million barrels of oil delivered to US refineries by rail in 2012. Could result in prosecution.

Lots of labeling restrictions on movements of hazardous and flammable materials.  What regulations apply to your business?  What about labels on dangerous equipment?

Is this information management? Or compliance?  Or both? Were the labels a factor in the accident?  If the labels had been correct, wouldn’t the accident have happened the same way? Is some intent required or is this strict liability?
